Graffiti as culture
The Vanished Writing on the Subway Wall

It seems strange to insist that New York City was last a true cultural mecca more
two decades ago, when the subways were covered with graffiti and elderly
residents cowered in the lobbies of their Upper West Side apartment buildings.
But so it was, at least according to "Style Wars," the legendary 1983
documentary film about the graffiti artists who overlaid their distinctive markings
on nearly every square inch of the city.
The newly released two-DVD set of "Style Wars," replete with special features
like "where are they now?" interviews with the graffiti artists and a catalog of
graffiti writing (artfully displayed on moving subway cars) is a perverse
advertisement for a city that — for better or worse — no longer exists. The New
York City of the 70's and early 80's terrified its residents while drawing cultural
tourists from London, Paris and Tokyo, who gawked in wonder at the vandalized
trains. The documentary, made with extraordinary cooperation from some of
New York's most creative graffiti writers, depicts the city's most widely loathed
artistic faction as a bunch of obsessive misfits who spent their days tagging
trains, being pursued by Javert-like detectives, stuffing cans of Rustoleum,
Krylon, Wetlook, Epoxy and Red Devil paint down their pants and — most difficult
of all — trying to explain their art to their mothers.
Some of the best sequences capture the adolescent graffiti artist Skeme, the
creator of two of the most striking communications from the city's unconscious —
"Strictly Skeme Secret Agent," in ice-cream-colored letters, and the snowy,
all-white legend "Crime in the City" — in dialogue with his disapproving mother,
Barbara Andalcio.
"I didn't start writing to go to Paris," the defiant Skeme explained. "I didn't start
writing to do canvases. I started writing to bomb it — destroy all lines," referring
to subway lines.
Turning her stony face to the camera, Mrs. Andalcio was distinctly unmoved by
her son's histrionics. "What have the lines ever done to him?" she asked. Echoing
the film's other quality-of-life defenders, including Detective Bernie Jacobs and
Mayor Ed Koch, Mrs. Andalcio points out the pointlessness, danger and general
destructiveness of her son's favorite habit before pronouncing her final verdict:
"What you've got is a whole, miserable subculture."
To the filmmakers, Henry Chalfant and Tony Silver, Mrs. Andalcio was herself
misguided. Noting that graffiti writing "has equally assertive counterparts in rap
music and break dancing," Mr. Chalfant, a sculptor who became entranced by
graffiti while standing on subway platforms in the late 1970's, announced the
birth of "hip-hop culture" — positioning paint-sniffing vandals and block party
D.J.'s on the same safe, respectable continuum as PBS and the Metropolitan
Museum of Art. The film will celebrate its 20th anniversary with a special showing
tonight as part of the TriBeCa Film Festival.
Just as rap music spoon-fed fantasies of black criminality to white suburban
teens, the "Style Wars" DVD offers spectacular views of defaced subway cars for
urban art lovers to enjoy in the safety of TriBeCa condos. Absent the
urine-soaked subway platforms and pervasive sense of danger that accompanied
the rise of graffiti art in New York in the 70's and 80's, viewers can happily sit
back in their parlors and decipher the green and brown polka-dotted caterpillar
scheme that unites "Seen" and "Doze," or Quik's inventive letter-ending arrows
pointing sideways, outward and upward to a seemingly endless universe of
graffiti. Other subway cars in the package are covered with eye-popping script
that recalls the glittering heyday of Farrah Fawcett and Jordache jeans, and the
early days of personal computers and Pac-Man. Crash was a bona-fide artist who
specialized in green lizards and other creatures, whose stringy, unwashed hair
and dangling cigarettes seemed to have been lifted from a louche 1970's cartoon
version of "West Side Story." "Beam Crush Nod" was a three-word hymn to a
dangerous new high that would incinerate entire sections of the city.

Longislanders are happy
The most serious environmental issue for all three suburban regions was
uncontrolled development, although suburban residents also appear to be happy
with their parks and beaches, according to poll results. At least 75 percent of
Long Islanders rated their police protection, sanitation and public schools good or
excellent. But most Long Islanders called their public transportation fair to poor,
because it doesn't go where they are headed.
The poll results were welcomed by Mitchell Pally, a vice president for government
affairs for the Long Island Association. "Surveying Long Islanders, having town
meetings helps us identify the problems and understand the ramifications of the
issues," Mr. Pally said. "It could be very valuable." -- NYT.

Suffolk Legislature Approves District Plan on Party Line

On a party-line vote, Suffolk lawmakers yesterday approved a plan for new
legislative districts that would pit two incumbent Democrats against each other.
Forced by a federal court to meet, all 10 Republicans voted to pass a modified
version of one of five different proposals. Seven Democrats voted no and one
abstained.
In a lawsuit brought by Hispanic and African-American residents against the
county over its failure until yesterday to adopt new district lines, U.S. District
Judge Arthur Spatt in Central Islip had given legislators one last chance to break
a deadlock. Spatt suspended legislative rules that would have prevented the
legislators from taking action yesterday and said the court would impose a
redistricting plan if they didn't agree to one themselves.
Both sides in the case are scheduled to appear in court again this afternoon.
Attorney William Wexler, of Babylon, said he would challenge the plan on behalf
of the eight Democratic legislators. "We're going to be asking the court to ...
allow the legislature to proceed in a more orderly fashion," he said.
Frederick Brewington, the Hempstead lawyer representing the plaintiffs, indicated
they may not accept the plan. "There are serious questions that we are
evaluating now as to the propriety of their actions in relation to the Voting Rights
Act," he said. The approved plan, sponsored by Legis. Andrew Crecca
(R-Hauppauge), would throw Legis. Ginny Fields (D-Oakdale) and Legis. William
Lindsay (D-Holbrook) into the 8th District, much of which Lindsay currently
represents. It would create a new 9th District with no incumbent, covering much
of Brentwood and Central Islip. The district would have a population 45 percent
Hispanic and 20 percent black.
After the meeting, Fields said she was considering either moving into the
adjoining district now held by Legis. Cameron Alden (R-Islip) to challenge him or
running against Lindsay.
"I intend to continue being a legislator," she said.
County Executive Robert Gaffney has until next month to sign the plan into law or
veto it. "We're required to hold a public hearing by law, which we will do, and
listen to all testimony before making a decision," said deputy county executive
Peter Scully.
Although renegade Republicans had sided with Democrats in January to oust Paul
Tonna (R-West Hills) and elect Legis. Maxine Postal (D-Amityville) as leader of
the legislature, the party-line vote yesterday showed that the coalition extended
only so far. Democrats, for instance, failed in an attempt to recess the meeting to
fashion a bipartisan compromise.

21 Arrested In Gang Crackdown

Twenty-one people were arrested on various charges yesterday at the Kevin Ver
Pault Memorial Park in Wheatley Heights, said Suffolk County police.
Acting on tips about increased gang activity in the park, officers conducted a
surveillance and saw numerous loiterers allegedly engaged in gambling activity.
When the officers moved in, several of those present fled into nearby residential
homes, but 21 others, ranging in age from teens to people in their 50s, were
arrested, police said.
Seven of those arrested were members of the MS-13 street gang, police said.
The charges include loitering, trespassing, criminal possession of a controlled
substance and possession of a weapon.
Police said they seized a number of knives and one loaded .38 caliber handgun.

city transit riders pay a "significantly higher percentage of TA operating
expenses when compared to the percentage of operating expenses paid for by
the ridership of the commuter railroads and Long Island Bus":
" TA riders will pay 53.87 percent of operating expenses in 2003
" Long Island RR riders will pay 38.83 percent
" Metro-North RR riders will pay 45.26 percent

A Wide Income Gap Separates Commuters and City Residents

Mayor Michael R. Bloomberg's proposal to reinstitute a commuter tax may have
expired in Albany, but an analysis of new census data suggests that
suburbanites who commute to New York City are much better off on average
than other New Yorkers and might not have been in a bad position to pay.
The statistics, analyzed by Andrew A. Beveridge, a sociologist at Queens
College, show that people who commute from the New York suburbs to the city
make far more money, are more educated and more likely to have jobs in
fields like finance, management and the professions.
The average suburban commuter earned $75,439, according to the data from
the 2000 census released last month. The average for city residents who work
in the city was $41,889, and for suburbanites working in the suburbs, $41,031.
The census also shows that the commuters are more likely than others to be
white, male and married. Nearly one in four had an advanced degree, and
nearly 55 percent had completed college at a minimum.
Comparable 2000 figures for commuters from New Jersey and Connecticut are
not yet available. But the 1990 census shows a similar pattern: people from
New Jersey and Connecticut who commuted to New York City made much more
than those who did not.
Mr. Bloomberg proposed reinstituting an income tax on commuters last
November in an attempt to help close the city's budget deficit for the fiscal year
that begins July 1. Gov. George E. Pataki opposed the idea, saying it would be
damaging to the economy and would inhibit recovery.
Last week, the State Legislature promised more than $1 billion in new revenue
for New York City as part of a budget plan that Mr. Pataki said he would veto.
The plan would entail an increase in the sales tax and a temporary surcharge
on state residents who make $150,000 or more. It does not include a commuter
tax.
Asked whether the census data called into question any suggestion that the tax
would impose an inordinate burden on suburban commuters, Joe Conway, the
press secretary to Mr. Pataki, said, "The governor has made it clear that given
the fragile nature of the economy, he's going to continue looking to other ways
to help the city."

But after calculating the median cost of housing on a community-by-community
basis, town officials learned the only place in Southampton where moderate-income
families could afford to buy a home is the one place where the town already has
promised not to build more affordable housing. That is the
Flanders-Riverside-Northampton area, which has the highest density zoning in
Southampton, the lowest median income and already has more than its share of
low- and moderate-cost housing.

The Long Island Association today released the results of an analysis conducted
by its Chief Economist, Dr. Pearl Kamer, showing that middle class households
in comparable economic circumstances in New York City and Nassau County
carry significantly different tax burdens. A family in Brooklyn with a household
income of approximately $36,000 will pay 43 percent less in combined real
property and local income taxes this year than a similarly situated family in
Hempstead will pay in real property taxes alone. A Franklin Square family with
a household income of about $60,000 will pay 46 percent more taxes this year
than a similar family in Brooklyn.
LIA President Matthew T. Crosson said, ?The argument in favor of a commuter
tax assumes that suburban commuters can afford an additional tax burden,
whereas City residents are now taxed to their limit. That is not accurate. A
majority of commuters are middle class, and those on Long Island already bear
a much heavier tax burden than their New York City counterparts. That is true
even when the recent increase in New York City?s property tax rates and New
York City?s income tax are taken in to account.?
Mr. Crosson continued, ?The suburbs do benefit from the city and its services;
but city residents also benefit from the suburbs. Right now, suburban residents
pay a much heavier tax burden for services in the suburbs than city residents
pay for city services. The city?s recent tax increase was significant in relation to
the city?s pre-existing tax rates, but in relation to the tax burden of the suburbs
it was not as significant. If the city needs additional resources it should look
first to its own tax base, and not seek to impose additional tax burdens on
suburban residents. The commuter tax is simply unfair.?
Dr. Kamer compared households in specific census tracks having similar
median household income levels. Her study took into account recent changes
in tax rates for both New York City and Nassau County, where most commuters
live. Two levels of income were chosen as representative of middle class
families in the New York City and Nassau County, $36,000 and $60,000. (2000
Census data shows that the median household income for Brooklyn is $32,135
and for Nassau it is $72,030.)
Dr. Kamer used as a measurement ?effective tax rates?, which is defined as the
nominal property tax rate per $1,000 of assessed value in each jurisdiction
multiplied by the ratio of assessed to market value. Effective real property tax

many communities. The figures came from a recent study by the New York
University Graduate School of Public Service entitled ?New York Metropolitan
Area Effective Real Property Tax Rates (1997-2000)? authored by Dr. Dick
Netzer and Dr. Thomas Conoscenti, who performed calculations for each town
and city in Nassau-Suffolk and for New York City as a whole. (The complete
figures are available upon request.)
In Dr. Kamer?s study the nominal tax rates per $1,000 of assessed value for
each jurisdiction were obtained from the New York State Comptroller?s report:

Mr. Crosson concluded, ?These are difficult times financially for New York City,
but they also are difficult for the suburbs and the people who live here. The
State Legislature must not solve the City?s financial problems on the backs of
suburban middle class taxpayers, who already bear a disproportionate tax
burden and who represent the majority of commuters.?

A bus glides to a halt before the entrance to the Frank E. Campbell Funeral Home
on the Upper East Side.
"One, two, three. Rest in peace, Biggie...Rest in peace, Aaliyah...and for Miss
Celia Cruz...Rest in peace, Miss Celia," said Grandmaster Caz as the riders echo
the tribute.
Welcome to the world of The Original Hip-Hop Cultural Sightseeing Tour, a
program that uses the founders of the cultural form to explain some of its rich
history and apparent contradictions.
Bronx-born and bred Debra Harris came up with the idea of sharing hip-hop's
beginnings after telling stories about the music's early days to her children.
Next came the task of reaching out to the artists.
"I put a lot of emphasis on how important it was for them to be involved because
they're still here unlike the legends of jazz where they have jazz tours and they
just talk about Duke Ellington and Miles Davis," said Harris. "These guys are still
here so we don't have to talk about them, they could speak for themselves."
Harris, a licensed tour guide and legal secretary, also hopes to fill a void in the
city attraction scene for young people.
"When I would see people going to the Empire State Building, it would normally
be older people or very young children," Harris said. "Where were the teens, I
wondered?"
Leading the tours are pioneers who have been around since the days of Puma
sweat suits, Kangol hats and gold rope chains. Their storytelling is as tight now
as their performances were back in the day.
"It was the hip-hop DJ who was there for the kids in the streets," said The Cold
Crush Brothers' Grandmaster Caz of the 1970s hip-hop scene. "We didn't want to
get dressed up and go to no disco. We wanted to put on our Lee suits and our
Pumas and dance on our heads."
The tour takes on myriad aspects of hip-hop, including the fashion, the lifestyle
and the money.
"If you want to survive in this business, don't do anything without a lawyer," Caz
advises some would-be rappers who traveled to the city from Atlanta to
participate. "Make sure everything is on paper."
And while it celebrates the successes such as Harlemites Doug E. Fresh and
Bronx-born KRS One and DJ Red Alert, with its stop at the funeral home, it
highlights the sad tale of Brooklyn rapper Christopher Wallace (aka Notorious
B.I.G. or Biggie), who was killed in a Los Angeles drive-by shooting. Wallace,
Aaliyah and Celia Cruz were all handled by the funeral home.
The negativity and money culture of today's hip-hop troubles pioneer LA
Sunshine, but he can't deny the music's reach.
"Hip-hop culture has embraced itself into every other culture in the world," he
said, "and for it to be that dominant, it gives me a lot of gratification to know that
it's something that began with people of my era and myself as part of it."
In classroom fashion, the performers break down the four elements of hip-hop:
rapping, DJing, graffiti art and break dancing. Various artists also give
demonstrations.
"I'm praying to the heavenly father that I won't be slaughtered. If I die, let me
die standing up, cause in my dreams, I'm being attack by a giant pair of
handcuffs," rapped luminary Kurtis Blow on the tour's last leg.
A considerable amount of time is also spent on the brightly-colored murals at the
Graffiti Hall of Fame in Harlem.
In the early days, many hip-hoppers also dabbled in the art, spraypainting walls
and subway trains alike. Grandmaster Caz counts himself among them.
"You see the little tags on the wall right here where people write their name real
quick?," asked Grandmaster Caz. "And then, it exploded into what you see here
on the wall, murals, that had colors and different style letters."
"Everybody wants to say 'I was here," said Caz.
Other stops throughout Manhattan and the Bronx include Rucker Park, famous
for its basketball tournaments, the Apollo Theatre and locations for famous
hip-hop movies such as "New Jack City," "Krush Groove," and "Sugarhill."
"In the summer, we would take the back off the bottom of the light poles and
plug in to get electricity," said Grandmaster Caz, as he pointed out one of the
numerous parks that hosted early performances. "And when winter came, we
took the party indoors."
On the way back to midtown, tour participants get to show off their talents. One
student got through the first part of his rap, but was too nervous to finish.
"He's standing here in front of legends," said one of his friends. "I would be
scared too."

Getting Caught: LI Legislators Want to Emulate Use of City Red-Light Camera

If you drive in New York City and are careless about traffic lights, sooner or
later you are likely to get an unwelcome letter in your mailbox.
The letter will describe the time, date and place your car ran through a red
light. The fine is $55, unless you can prove the charge is incorrect.
How do city officials find out about the offenses? By installing cameras at
dozens of intersections and taking pictures of license plates as cars run the
lights. A computer matches the plates with the vehicle registrations and the
owners get letters from the city.
Nassau and Suffolk officials would love to expand the program into the suburbs
to help beef up traffic enforcement, but their plans are being stymied by the
state Legislature.
New York City began its program 10 years ago -- the first municipality in the
nation to do so. There are now 50 cameras, and city officials often shift their
locations around so drivers won't learn which lights are "safe" to run.
Cameras are also installed in dozens of other municipalities across the nation,
and federal highway officials say they are a key factor in saving lives. Light
running, a recent federal report said, leads to crashes that kill 1,000 people in
the United States every year.
Since the cameras were installed many cities have reported sizable reductions
in light running. Offenses dropped by 92 percent in Los Angeles and 68 percent
in San Francisco. New York City sends out more than 300,000 letters of
violation a year. City officials report red-light running has dropped 40 percent at
its camera locations.
In December 2001, the Suffolk Legislature passed and County Executive
Robert Gaffney signed a measure asking legislators in Albany to give the
county permission to start a camera program. Legis. William Lindsay (D-
Holbrook), sponsor of the bill, said cameras would save lives. "People run red
lights because they don't think they're going to get caught."
Legis. Judith Jacobs (D-Woodbury), presiding officer of the Nassau Legislature,
said she favored the camera idea, but no county legislation has been passed. In
fact, expansion of the program beyond the five boroughs has been bottled up in
Albany by David Gantt (D-Rochester), chairman of the Assembly Transportation
Committee. In an interview late last year, Bob Cook, counsel to Gantt, said the
city has not provided his committee with enough data to prove that red light
camera programs are effective.
Assemb. Robert Sweeney (D-Lindenhurst), a committee member, disagrees.
He said yesterday that he was nearly hit on his way to work when an SUV ran a
red light. "It's hardly uncommon to see people blowing through red lights," he
said. "There's no reason why we shouldn't expand it throughout New York
State."

Segregated living
North Amityville is one of 13 "basic minority communities" that have
existed on Long Island since 1960, according to Lee E. Koppelman, the
executive director of the Long Island Regional Planning Board. His review of
census data shows that the same communities that county planners initially
referred to as "racial ghettoes" with high percentages of Negroes in 1960
continue to exist today.
Despite the various federal and local laws that have been passed since 1960 to
fight racial discrimination in housing, the patterns of segregation that took hold
on Long Island in the first half of the 20th century remain unchanged. In
addition to North Amityville, the minority communities include Wyandanch,
Central Islip, Gordon Heights, Flanders, Brentwood, North Bellport and North
Bay Shore in Suffolk County, and Hempstead, Freeport, Roosevelt, New Cassel
and Uniondale in Nassau County.
Because most of the housing in North Amityville and other black communities
on Long Island dates to the 1940's and 1950's, he said, "their housing stock is
too old to be competitive and too young to be quaint" and therefore unlikely to
attract white residents in large numbers.
By the late 1960's, North Amityville's main commercial zone, at the intersection
of Great Neck and Albany Roads, had become an open-air drug market known
as The Corner. Drug dealers plied their wares openly to drive-up customers in
cars with license plates from as far away as New Jersey, Connecticut and
Pennsylvania. The drug trade thrived there through the crack epidemic of the
1980's.
