Caltrans overhead dynamic highway sign's message is not current.

Reasons for award:
  1. The overhead sign contradicts the truck mounted sign
    The road crew is digging up this road to install a pipeline, and has activated portable trailer-mounted
    chevron signs indicating that the right lane is closed and drivers should merge to their left.
    But the overhead signs are left unchanged, indicating that the lane is open to traffic.
    The crew is not utilising the dynamic capability of the overhead signs to show the necessary message.
    Solution
    Message should state:
    1. A problem statement (accident, roadwork, icy road, etc.)
    2. A location statement (where the problem is located in relation to the motorist and/or to an exit/diversion point).
    3. An effect statement (lane closure, delay, chains required, etc).
    4. An attention statement (addressing a certain group of motorist or destination).
    5. An action statement or statements (what to do).
    A good example.
